Washington July 2 Secretary Shaw offered to the public thirty million dollars worth of Panama canal bonds authorized by an act of Congress. The bonds bear 2 percent interest redeemable in ten years and payable thirty years from date. A new Panama commission was named to replace the Isthmian group with Theodore P. Shonts as chairman and John F Stevens as chief engineer. Two thousand names will be drawn today for allotment.
