An American source reports London plans to announce a real blockade of Germany and allies. The discussion centers on Britain aligning sea power with prewar international law, despite neutrals’ concerns, as the foreign office weighs when to declare an actual blockade.
Berlin says Britain no longer observes international law on submarines and breaks negotiations. Germany will pursue reprisals and rejects American court inquiry into alleged German atrocities, demanding its own authorities judge and punish as needed.

El Paso reports Huerta's will ready for filing though possible delay of a week. The document leaves to the widow all property wherever located and provides $1 to eight children as required by Texas law. The estate's total value remains undisclosed.
Fifty two Americans including women and children reached El Paso at 7 15 p m from Chihuahua City after reports of Villa bandits killing 18 foreigners last Monday. Over 150 Americans still linger in the danger zone awaiting transfer to the United States via a special train expected to reach Parral tonight.
St Paul dispatch reports Minneapolis adds four Canadian hockey stars ahead of next week’s games. The big match pits Minneapolis against St Paul Monday night as the season runs through February with Fort William and Winnipeg on the circuit.
