A powerful quake struck Rome early today, causing panic and damage to Palazzo Chilni, the Marcus Aurelius column, the Farnese palace, and historic churches including Standrea. Police guard sites as authorities assess damages. no deaths reported hours after the tremor. The last major Rome quake was July 19, 1899.
New York bankers led by J. P. Morgan & Company have agreed to lend Russia twelve million dollars to the government in Petrograd. The loan is adjustable by Russian drafts at one to three months and bears four and a half percent with an additional one percent for acceptance. Morgan & Company confirm the dispatches noting the funds will pay for supplies exported to Russia.
Cassel France Jan 13 American automatic machine tools command high prices as demand surges to expand shell and ammo capacity. Joffre reportedly set 4000 shells per gun daily for forward movement and a 10 million round reserve. At 2000 guns, 333 minutes could exhaust the stock, though more would be produced during high pressure.
In Washington on January 13 the senate debated the Cummins resolution asking what the United States intends to do with Vera Cruz era taxes. John Sharp Williams defended the administration saying the funds will go to any Mexican government eventually recognized. He predicted Wilson would be renominated and reelected with a majority. Cummins urged Congress to decide the Vera Cruz money's fate.
Topeka Kas Jan 13 The governor recommends to the state legislature the establishment of an immigration agency to welcome war displaced European farm workers to Kansas and boost farming labor.
Washington January 13. The house naval committee has favorably reported the naval building program consisting of two battleships six torpedo boat destroyers and seventeen submarines.
Rain is expected in the west with rain or snow across the eastern areas. The forecast notes unsettled conditions and potential mixed precipitation moving through the region. Authorities urge travelers to expect slick surfaces and plan accordingly.
The city council failed to confirm J. J. Williams for the seat vacated by W. R. Blalock after nominating Williams and other candidates Sam Garber and Leo Edgley. The mayor, who had kept his own name off the list, said he would propose a candidate at tonight’s meeting. Reddish favored Leo Edgley. Edgley was the first eliminated on the initial vote.
Washington January 13 A resolution by Senator Sheppard Texas to amend Senate rules to allow a vote on prohibition for the District of Columbia was favorably reported to the senate. He plans to push action tomorrow and predicts passage. The measure would amend the district appropriation bill. The rules amendment passed the rules committee and Senate consideration was postponed to tomorrow. The Senate also struck from the appropriation bill a house provision that would abolish the cost sharing arrangement for district government expenses.
Oklahoma City jury trial set today in the suit of R. J. Allison against Governor Lee Cruce and state militia officers for interfering with Tulsa running races last spring. Judge George W. Clark ordered the jury trial for January 13 on a facts issue.
San Francisco readers will see government exhibits from Washington aboard the swavy collier Caesar arriving today. The collection includes Civil War wagons once used by General Sherman on his march to the sea and others used by General Thomas as a field traveling office.
Reuters dispatch reports a Turkish advance detachment occupying Tabriz, the northeastern Persian city and second in size after Tehran, located about a hundred miles east of the Turkish frontier.
Port Townsend police report 23 year old Gilen Austin a private in the coast artillery at Fort Worden was arrested and charged with murder and robbery of a Michigan woman. The accused who enlisted at Jefferson Barracks was sent to Port Townsend as a recruit and betrayed by a letter to a woman in Michigan. The crime yielded six dollars.
Darrah Wayne, a white prisoner linked to an armed robbery, was outside his cell when he removed a ventilator frame and pushed a brick wall section, crawling free from the city jail. He avoided capture as officials noted the vulnerable wall and suspected the move stemmed from indifference to confinement and a looming fourteen year burglary sentence.
Washington January 13 204 to 174 defeat of Mendell resolution to submit a constitutional amendment granting women the vote. Debate featured speakers from both parties and packed galleries with suffragists and antisuffragists. Leaders vowed to press the cause despite the setback and a later Senate vote also failed to achieve two thirds.
Petrograd reports Germans and Austrians ages 16 to 60 must quit Petrograd and provinces along the Gulf of Finland and Baltic coast, including the Gulf of Riga, by January 27. Berlin says German west front victories include trench evacuations near Nieuport and a tally of 1500 French, four cannon, and several machine guns captured. No eastern front developments noted. Bulgarian circles doubt immediate Balkan war expansion. Romania plans army strengthening late January while Bulgaria hesitates mobilization.

Bannock National kept current officers Lyman Fargo president W N Armstrong vice president D W Church cashier L D Franklin assistant cashier B K Patterson teller N G Franklin A J Pierce directors. Farmers and Traders bank re elected Carl A Valentine president A B Stevenson vice president Ezra Merrill cashier. Valentine cited a three percent dividend and ten percent surplus after an unprecedented year. First National Bank postponed until next Monday and Citizens bank to hold meetings later.
Robbers blew open the State bank of Gerber in Oklahoma City and fled with 7500 dollars. In a separate hold up at the First National bank of Tirston two of three robbers were killed and deputy sheriff Robert Moore captured at Shawnee. Most of the thousand dollars taken from the Tirston bank was recovered.
Amsterdam dispatch reports that all ordinary passenger traffic on most German railroads is stopped until January 18 to speed troop and munition movements. The railways will be devoted almost entirely to military transport during this period.
The general staff of the army in the Caucasus reports ongoing fighting around Olti fifty-five miles west of Kars with bitter rear guard actions. Turkish forces along the Olti river to the west fight hard as the Russians claim gains including capture of the Ninety Second infantry regiment with eleven officers and 1500 men and partial destruction of the Fifty Second regiment with 250 soldiers and an officer. A height was seized in Turkish territory along with artillery and ammunition depots.
Paris reports severe winter weather hindered operations across the front. French artillery seen near Soissons and Rheims Argonne with no decisive outcomes. Fighting northeast of Soissons remains severe as large infantry forces are engaged and positions change.
Montreal January 13 A fleet of submarines is under construction for the British navy. An order for twenty submarines of English design has been placed with Canadian Vickers, and work has started on ten of them. The submarine program is said to be separate from the other order Charles M Seinab secured from Britain, which drew Washington’s neutrality objection.
In Saginaw Michigan on January 13 an expert report found ashes under a boiler firebox to be human bones. Charles Kimbrough a church choir leader is charged with the murder of eight year old Rose Ferrier who vanished on January 3. He has been detained by police since January 5. The ashes were recovered from the plant where he works.
May wheat in Chicago closed at 140 3 4 as market activity remained steady. Prices reflect typical end of session trading with little variation noted across futures contracts.
