The proposal includes regular pay for guard units and integrating them into the regular army during war, potentially enlisting about 130000 men initially and up to 400000 within two years.
Berlin reports that the German government has taken up the case of American Edward Higgins. Consul Stuttgart says Higgins made statements hostile to Germany in violation of neutrality.
