Congress reconvened at noon in Washington to tackle essential legislation with a direct agenda. Leaders planned relief bills not in the administration's program while many members pressed for differing ideas on the short session’s remaining tasks.
Justice Batley of the DC supreme court issued a ruling on the packers consent decree. Armour and Swift are barred from retail merchandising but may wholesale several commodities related to meat packing including fish vegetables fruits and more. The decree also permits the packers group to handle fresh milk and cream. The five original groups were Swift Morris Armour Wilson Cudahy. Morris amalgamated with another group and Wilson and Cudahy did not participate, though affected by the decision.
Washington January 6 The government appeal from New Jersey ruling invalidating the Eighteenth Amendment was asked postponed until April 15 by counsel supporting the opinion. They cited other engagements preventing appearance before that date.
Senator Frank C. Partridge was sworn in as Vermont's new senator on January 5, succeeding the late Senator Greene. The event marks Partridge's official assumption of the seat and continuation of Vermont's representation in Congress.
London mourns Princess Louise royal, eldest sister of the king, who died in her sleep from heart disease at age 63. Known as Her Royal Shyness, she married Arthur, Earl of Fife, in 1889 and became Duchess of Fife. Two children Alexandra Victoria and Maud Alexandra were at her side.
Governor C. Ben Ross appoints Alvin Harbour of Twin Falls as commissioner of public works to replace J. D. Wood who resigned. first action of the new administration. Other early appointments include Lewis Williams as Public Welfare commissioner, Lee Johnson as Agriculture, George Wedgewood as Blue Sky director, and Jesse J. Walling as Public Investments commissioner.
Fire in the oil field at the south edge of Oklahoma City was believed under control this afternoon after igniting derrick floors of two oil wells and spreading to one of a battery of oil filled tanks.
A slight earthquake was felt in San Francisco and Peninsula locations at 1 43 a m today. No damage was reported. Several tremors were recorded but no injuries or structural harm were noted, officials said.

The Federal Office of Education criticized 69 land grant colleges for failing to study the demands of the business world. The schools enroll about 16 percent of the college population and were reproached for not aligning curricula with industry requirements.
Grand Exalted Ruler Lawrence H. Rupp of Allentown and his party visited Pocatello at 11 05 in the morning following a Caldwell arrival. After a Bannock hotel luncheon they proceeded to Blackfoot for the dedication of Blackfoot lodge temple and Idaho State Elks session.
Washington January 5 The president's emergency committee for employment chaired by Woods released a policy outline to cut unemployment. It targets 65,000 industrial executives and draws on practices from large corporations with 500 plus factories and 1929 work forces over 750000. Proposals include shorter work weeks and shifts and rotating days off across industries.
Senate moves to obtain all documents on Marines in Nicaragua while Senator King calls for immediate withdrawal after eight deaths last week. Senator Johnson of California urges Secretary Stimson to transmit related communications.
Boise January 5 AP The Idaho legislature heard the oath of office for elected officials including Governor C Ben Ross Lieutenant Governor G P Mix Secretary Fred F E Lukens State Auditor E G Gallet State Treasurer George Barrett Attorney General Fred J Babcock Superintendent Myrtle R Davis Inspector of Mines Stewart Campbell and Associate Justice Raymond L Givens along with several appointive officers.
The House received the annual Supply bill authorizing 446,024,000 for the War department next fiscal year. Military activities total 334,056,000 with 154,664,000 for pay. engineering gets 111,067,000 including 60,000,000 for rivers and harbors and 35,000,000 for Mississippi flood control. The bill is 890,000 below last year and 4,316,000 under the bureau’s estimate, covering a 118,000 man pay roll.
President Hoover announced reappointments for several federal positions. William Ashley was named register of the land office in Coeur d Alene Idaho. Arthur G Stubblefield was named register at Pueblo Colorado. Luther Weedin was appointed Commissioner of Immigration at the Port of Seattle Washington.
The Republican National Committee reported expenditures of 743,049 dollars for 1930 to Congress via treasurer Joseph R. Nutt. The year started with an unspent balance of 136,363 dollars and a January 1 balance of 92,804 dollars. The senate campaign funds panel plans Montana travel to probe rumors of a 100,000 dollar pledge to GOP state leaders against Senator Walsh.
Southeastern Idaho sent a strong showing to the Boise inaugural of Governor C. Ben Ross. Retiring Governor H. C. Baldridge presented Ross who took the oath as lawmakers gathered for the ceremony amid a 19 gun salute.
In Beverly Hills on January 5 AP reports Will Rogers references a wire noting confusion over a prediction by Tom Lamont of 32 VP Morgan Co and mentions rival La monts. He quips about Rockefeller and Ford possibly on the dole before July Fourth and salutes the late football figure Papa Joffre.

Rupp presiding officers of the grand lodge and delegates from Utah and Idaho lodges attending J Edgar Masters grand secretary and R W Jones from Pocatello also present An Idaho State Elks association meeting preceded an evening program concluding the day’s ceremonies
Boise January 5 195? At noon Idaho’s newly elected officials including the senate and house of representatives took oaths of office to join state government. Chief Justice T Bailey Lee presided before a crowded house chamber as corridors and galleries filled with spectators and holiday decorations.

The Southern Pacific lines announced in Houston that about 375 former workers, laid off, were recalled to work at its shops in Houston, Algiers Louisiana, and El Paso. The announcement came from company offices confirming the staffing move.
