Tacoma Washington January 4 Dr W W Mattson asks law enforcement agencies to abstain from actions that might hinder the kidnaper from returning his son Charles The appeal comes after a new advertisement indicating contact with the kidnapper and stresses focusing efforts on safe return rather than enforcement actions.
