Boise reports the new state administration will be inducted next Monday in an informal ceremony. Governor-elect Davis plans a practical message emphasizing economy and efficiency, with a departmental budget system to curb expenses and ensure accountability.
Berlin reports the indemnity question is settled with the armistice signed under conditions limiting indemnities. Mathias Erzberger states the accord with Germany the United States and the allies includes such restrictions. Copenhagen notes a German cabinet reshuffle with Noske Kiel governor and updates to replace three ministers who retired.
A Copenhagen dispatch to the Mail, citing Petrograd reports, says Vilna has fallen to Bolshevik forces on December 30. The note references military advances and the disruption of control in the region during the Bolshevik movement.
Chinese foreign minister Lu Cheng-Chang announced at New York that China will ask the peace conference for the return of Kiao Chow, a former German colony seized by Japan, and for readjustment of international trade to place China on equal terms with other nations.

London reports that on December 30 mobs in Frankfurt carried out large scale pillaging while authorities failed to stop them. Central News dispatch from Amsterdam states troops refused to fire on the rioters and are aiding Germans in the unrest.
An enthusiastic meeting of the Brotherhood of Railway Clerks in the K C hall welcomed organizer J B Hogshed of Salt Lake. About two thirds of members attended, the new local branch starts with 150 members with about 100 more pledged, and Hogshed urged unity and cooperation, noting affiliation with the American Federation of Labor and the growth of railway clerks nationwide. Women were urged to participate equally in meetings.
Secretary Daniels testifies before the House Naval Committee urging a 600 million three year program. He links naval expansion to international policing if a League of Nations is formed and calls for suspending construction only with a global armament agreement. The report notes applause and mentions lodge organization and upcoming officer slate.
