Vice Admiral Keyes, commander of the Dover Patrol, declared Americans won the freedom of the city. He said the patrol accounted for thirty U boats in the Flanders flotilla and identified seventeen. He described two lines of ships with powerful searchlights guarding seven miles and patrol craft driving subs below the surface to depths.
Washington reports treasury outlines 1919 stamp sales with $5 stamps starting at 4.12 and rising one cent monthly to 1924. Thrift stamps cost 25 cents, blue in color, and new cards issued for attachment. Existing partially filled certificates remain valid and may redeem at maturity values.
