Coolidge Plan Faces Idaho Resistance in Reclamation Debate
Idaho senators and representatives dispute President Coolidge’s push for state and local cooperation with federal reclamation projects. Senator Gooding blasts the plan as impractical and unconstitutional for Idaho to partner while the feds retain lands. He argues irrigation should stay federal while Idaho manages its own projects if forest lands are turned over. Representative Smith supports the president's overall stance but is wary of tying new projects to state aid. Representative Cramton ally Brench prefers compromise and notes past failures where state cooperation would have altered projects.
