In Constantinople on August 18 the Turkish government failure to execute earlier agreements affecting American interests has strained relations with the U S legation. Minister Leishman says he will not discuss other issues until the settlements are fulfilled.
Detroit August 18 Frank Andrews former vice president of City Savings bank was found guilty of misapplying and misappropriating funds after a month long trial. An appeal will go to the supreme court and a sixty day stay of proceedings was granted. Andrews was jailed pending bail.
The Rock Island El Paso limited derailed after a washout one mile west of Letts Iowa at dawn. Five coaches and the engine went into the ditch. A heavy passenger list was aboard and many are reported injured after a cloudburst caused the washout.
Governor Savage and Union Pacific officials meet Mayor Walker and county officials in North Platte to decide whether to send troops to quell trespassing strikers. Sheriff expects to keep order with no major violence so far. Savage to decide before returning to Lincoln tomorrow. strike leaders pledge to aid in avoiding violence.
In Guthrie Oklahoma August 18 a reenactment marked the Cheyenne and Arapaho retreat from General Guster and his troops. Four hundred tribe members participated in the annual feast featuring war and crow dances on their grounds in western Oklahoma.
The International Brotherhood of Blacksmiths ordered a strike in New York on August 18 after wage demands of 10 percent were not met. Thousands of shipyard workers quit today, halting operations across several yards.
Berlin August 8 professor Sartois von Waltershausen of Strassburg University, a leading German author on American topics, will publish an article in Hitschrift For Social Wissenschaft. He argues central European states will form a common tariff barrier against US and British economic aims and possibly pursue free trade among themselves. He predicts a political union of Germany Austria Switzerland Belgium and Holland, creating strong economic strength. He notes large powers like the United States and Russia have greater recuperative power than small western European states, citing US loans issued after the Civil War at seven percent and refinanced at two percent in 1892.
A grave near Orlando, Oklahoma opened in front of 500 people found empty. C W Morris of Madison Kansas had been reported killed after a man named Cox claimed a gravel road accident. Cox bought a cemetery lot and buried a coffin with ice. the pair vanished leaving no trace.
In Loretto and New York reports dated August 18, Charles M. Schwab announces retirement from the United States Steel Corporation presidency. Officials deny details but acknowledge ill health and possible leadership changes, with James Gayley named as a possible successor and H. Frick among rumored contenders.
Bad weather disrupted a Solent naval drill as torrents of rain and a half gale drove spectators from the sea front. The royal yacht Victoria and Albert carried King Edward as nearly eight battleships and cruisers formed two columns on either side of the royal vessel while crew manned their ships.

Omaha labor action disrupts the Union Pacific shops as 200 carmen including painters, coaches builders and pentera quit over the piece work system. Leaders plan to call all car men to quit, a decision made at a secret yesterday meeting.

The body of Mrs. Jessie Taman was found near her home with her husband mortally wounded and unconscious after a violent struggle. Missing money and the disappearance of Dan Williams, a temporary housemate, are under investigation.
The Jager Oil company reports a strong oil flow at a Spring Valley area well in section 12 near Evanston Wyoming on August 18. After drilling through hard sandstone, oil and gas emerged with gas audible hundreds of feet away, as crews plan to advance toward the third sand for a stronger flow.
Corporal R J O Brien arrested at North Adams on perjury charges before a Senate war in Philippines inquiry. Judge Lowell orders delivery to Washington authorities for transport to the capital.

Rome August 8 The pope is in strong health and held a one hour name day reception in his private library. He allowed 300 guests against Dr Lapponi’s advice, receiving felicitation from Emperor Franz Joseph and King Alfonso of Spain. Bishop O'Reilly of Savannah praised the pope's vitality after the visit. The civil docket follows with a short term and numerous criminal cases. jury reports tomorrow.
A mob in Cordell Oklahoma freed two captured outlaws Levi Reed and Bal Wincy from the county jail and hanged them to trees to extract gang whereabouts. Reed nearly died from strangulation but was revived. The Casey Cravens gang has terrorized southern Oklahoma with numerous outrages.
Manila August 18 native crew mutinied at Port Virac Satanduanes island. They killed the chief engineer and wounded the captain mate second officer and a passenger all Spaniards. Local constabulary fired on mutineers killing three. twenty five surrendered five jumped overboard presumed drowned. Ship ran aground then floated.
In Peoria NL on August 18 four people were badly hurt by a gasoline explosion during a pyrotechnical display at the old Salem Chautauqua. Colonel W F Meriam lost a thumb and two fingers, Harry Levering the director had three fingers torn from his right hand, Arthur MacDavitt inhaled smoke and is dying, and Lyle Watkins was badly burned but may recover.
The Shah Muzaffar al-Din of Persia and his suite arrived in Dover yesterday and reached London today where he will reside at Marlborough House as a guest of King Edward.
Mauvardar Ed Din Shah of Persia arrived in Dover aboard the Empress from Calais. The ship traveled at slow speed on his request and was escorted by British cruisers Galatea and Immortalite. Dover batteries saluted as the shah, reportedly nervous at his first sea voyage, greeted Prince Arthur of Connaught who met him aboard.
The official announcement states Union Pacific stockholders have subscribed for nearly the full $31,000,000 four percent bonds issued by the Oregon Short Line, with about $500,000 remaining unsubscribed.

In a Kiowa factional clash near Anadarko Oklahoma on August 18, subchief Frank Rassin was killed. The confrontation involved a fight between rival Kiowa groups led by kin of Rassin with his mother in law said to head the opposing faction.
