President Roosevelt donated one thousand dollars to the San Francisco relief fund as thousands flee for refuge across the bay amid the ongoing emergency. Local authorities urged calm and organized aid as the city sought to shelter evacuees and manage resources.
Berkeley reports a flood of refugees from San Francisco totaling thousands as martial law and field shelters fill the city. Cadets guard streets while improvised hospitals care for the injured and relief efforts, including bread from Oakland and canned beef, are organized. Secretary Metcalf to travel to San Francisco to coordinate federal relief.
The War department orders 200000 rations bought in Los Angeles and 300000 in Seattle to be rushed to San Francisco. A hundred thousand rations exist at the Presidio where refugees are sheltered. Three thousand wall tents and a thousand buckets and blankets are being issued. Severe lack of drinking water is reported.
Refugees from San Francisco arrive in Sacramento as relief efforts expand. The local relief committee provides food and shelter while the Southern Pacific orders provisions at all Sacramento Valley and Nevada stations for shipment to San Francisco.
Sacramento April 20 The Second California National Guard regiment was sent to San Francisco by order of Governor Pardee to assist in preserving order.
E H Harriman travels by special train from Chicago toward San Francisco to personally direct railroad efforts for relief. The train carries loaded cars of provisions bound for the distressed city, with plans to move supplies without change.
In San Francisco on April 20 soldiers guard the mint and killed fourteen men trying to rob it. Policeman Joseph Meyers was bayonetted in a dispute over authority. At least two more robbers died during the night.
Secretary Taft, testifying before the canal committee, received a War department message reporting an additional one million dollars needed to buy supplies for San Francisco sufferers. The note said a million and a half had already been contracted for, and the House should be informed at once. Taft said the War department was justified in spending beyond the current appropriation.
Governor Pardee issues proclamation declaring tomorrow a legal holiday in the interests of public welfare. Consequently no legal business can be transacted and all banks will remain closed in Sacramento.
State Controller Colgan says reports from Santa Rosa are exaggerated. Public and business buildings were wrecked while the residence district saw only minor damage. Forty people died in the business district, with no fatalities in the residential area.
Oakland reports at least two hundred thousand refugees from San Francisco have crossed the bay and now occupy public shelters and homes in Oakland Alameda and Berkeley. Governor Pardee and war officials are trying to organize aid to care for the dependent refugees and coordinate relief efforts.
Idaho Governor F R Gooding calls on Idaho residents to donate funds to relief efforts for California after a major disaster. He urges school districts to form committees to collect money and directs funds to Governor Pardee until a relief commission is named.
A morning meeting led by Mayor Cleare urged the city council to appropriate 1000 for San Francisco relief. The group pledged support and asked shipments be sent free of charge, with a fundraising paper to gauge further contributions.
In San Francisco on April 19 the fire raged through the business district as fire engines, troops, police, and artillery converged on Van Ness Avenue. Cannons blasted mansions and dynamite toppled walls to halt the wall of fire, while refugees fled toward ferries and hills. Looting was met with bayonets as 500 UC cadets joined martial law efforts amid widespread hunger and displacement.
Across the nation states and cities pledge relief for San Francisco earthquake victims. The President signs a million dollar relief act while Congress backs further aid and private lenders commit funds and supplies.
