Washington April 10 The Senate defeated a push by Senator King to raise the normal income tax from 4 to 5 percent and to expand surtaxes 3 to 65 percent. The measure would have yielded an estimated 40 million dollars. The tie vote was 17 to 17, leaving the 4 percent rate and surtaxes 5 to 59 percent. Senator La Follette earlier failed to raise the rate to 6 percent with surtaxes 6 to 71 percent. An additional proposal by Senator Couzens to add 10 percent to all items was still under consideration. King argued the Couzens plan would hit the small man.
