London April 7. Passports have been placed at the disposal of the American embassy in Vienna, per telegraph dispatches from The Hague. Telegrams report Bulgaria and Turkey have also decided to break diplomatic relations with the United States. Holland likely to represent Austrian interests in Washington and American interests in Vienna ports.
