Labor Bill Split Deepens As House Debates Proposals

The House narrowly approved a labor bill with 71 Democrats and 146 Republicans in favor and 180 Democrats 22 Republicans and Marcantonio against. Leaders planned to delay overnight and push the issue back to the labor committee for study, hoping to craft a more administration friendly measure. The stakes center on President Truman’s prestige after campaigning for a flat repeal of Taft Hartley and threats of patronage denial. The Wood bill keeps court injunctions and requires non Communist affidavits, with union leaders decrying it as worse than Taft Hartley. It would allow some wage strikes to vote in bargaining and ease some secondary boycotts while permitting a union shop without an election and continuing the closed shop ban. An Arkansas Democrat tacked a state option to legalize the closed shop. unions could fill vacancies with employer consent. Northern Democrats and GOP southerners denounced the compromise as a betrayal of labor.
