A House committee weighing a call to enforce the 1910 act's fourth section hears that railroads may bias freight rates, charging lower prices for longer hauls. The debate cites cement movement to Arrow Rock dam Idaho and to the coast, arguing a national, not local, solution is required to ensure fair competition and transportation efficiency.
