Tokyo defends air raids on Nanking as strategically necessary to break Chinese resistance. The government delivered the note to U S Ambassador Joseph Grew and to the British and French envoys in Tokyo. Diplomatic exchanges mark a decisive Japanese diplomatic performance though war pressures have weakened its financial backing.
President Roosevelt departs Seattle at 9 40 a m aboard the destroyer Phelps for a several hours goodwill visit to Victoria British Columbia. The government vessel sails in a pelting rain and Roosevelt plans to return to Port Angeles by nightfall in the United States.

The S S Baranof of the Alaska Line arrived in port this morning from Golovin and began loading baggage and passengers. Officials say the speech may address the Klan allegations surrounding Black formerly a member of the Ku Klux Klan.
Shanghai dispatch reports official sources claim Marshal Galents Bleu of the Soviet Far East directs Chinese military strategy against Japan. The Japanese agency cites from Nanking that he supervises plan, with limited gains and a standstill on defense lines north of Shanghai.
