Paris reports from the French war office show German casualties and prisoners in the recent British and French western offensive surpass three army corps. Field headquarters accounts note continued French gains in Artois and north of Massiges with over a thousand German surrenders reported in that sector.
British forces broke into the third German trench line near Loos in heavy fighting. The communiqué reports several strong trench positions captured and bomb proof shelters over hundreds of yards long. Three thousand prisoners were taken, along with twenty one heavy and forty machine guns, and other equipment destroyed.
Brigadier General Tasker H Bliss commander of the southern division of the United States army arrived in Seattle on a vacation tour of the west. He will remain in the city for a short period for rest and recreation before continuing his itinerary.
Col C D Jackling, noted Alaska and Nevada mining man, declined a New York Public Service Commission request to join a three engineer committee examining recent subway accidents. He telegraphed his decision and then departed for Alaska aboard his private yacht.

Salem Sept. 28 Superintendent Harry Minto of the Oregon Penitentiary was shot and killed this morning by escaping convict Etta Hocker on a public road near the prison. He was slain with a revolver stolen from the prison office. The convict fled and was still at large, pursued by a large posse, near Albany earlier reports.
Otto Hecker, the convict who yesterday killed Warden Minto at the state penitentiary during an escape, was shot and killed near Albany, Oregon. A Portland patrolman, A. J. Long, part of a 200-man posse, cornered Hecker in a barn after a pursuit begun with the warden’s murder.
The Canadian government has appointed a commission to investigate the purchase of two Seattle built submarines by Premier McBride a year ago. The reason for the inquiry is not clear.
Seattle on September 28 records Mayor Gil Tutay confirming the council investigation findings. Chief Lang will remain in office with endorsing committee opinions noting indiscreet conduct, while acknowledging no grounds for dismissal. Authorities urge continued oversight and adherence to policy.
