President Roosevelt will choose in thirty days whether to take the New Deal case to the country during the Congressional recess in a series of targeted speeches. Top advisers view the move as pivotal to mobilize the 27 million voters who supported him in the last election as opposition grows among Congress.
British guards in Shanghai complained they lacked cigarettes beer and tea while patrolling several duty points including water works and shipping firms. About 50 men guarded major firms near Yangtze and Whampoa with posts along Soochow Creek and Hangsew wharf, as authorities reviewed their safety.
Nanking reports China will submit a formal appeal to the League of Nations regarding Japanese aggression. A foreign office spokesman said China expects the League to offer unreserved support as the council prepares to meet on September 1.

SEATTLE Sept 7 The steam ship Victoria of the Alaska Line went aground on Headington Island in Queen Charlotte Sound. The rising tide is expected to float the vessel. The cutter Huda is aiding in the incident.
A British steamer was fired upon by a Japanese warship near the Canton approach. The vessel, reportedly bound from Nagasaki, sought safety after the attack and later resumed her voyage with an escort from a cruiser. Captain Pritchard led attempts to reach Hong Kong for instruction.
Reports from Shanghai say Chinese troops abandoned a defensive stance and launched a desperate countercharge against Japanese positions along the Yangtze and northern Shanghai fronts. Chinese forces reportedly threatened Parshan walls while destroying or delaying units, with two Japanese destroyers and a cruiser seen offshore.
