International News Service reports Washington acts to prevent conscripts from crossing borders to evade the draft. Across Canada Mexico and the border states officers arrest violators as authorities vow drastic measures. In Vancouver and San Francisco seven to nine individuals are held for anti conscription activity.
President Wilson handed five large German merchantmen to the navy with orders to convert them into cruisers and begin immediately. Eight more vessels are to be used as reliefs, needing little work before commissioning. Other seized German and Austrian ships, including transatlantic liners, may be converted to transports after overhaul and engine replacement to restore their usefulness to the navy.
Washington May 1 Secretary of Labor Wilson has surpassed his authority by allowing Mexican workers to enter the United States under farm labor permits. The immigration committee of the Senate will introduce a resolution questioning his right to grant such permits arguing the action violates new immigration law and bypasses established regulations. The committee contends the move was pre discussed and deliberate despite prior measure debates.
In Tokio on May 31 several of China's largest provinces proclaimed independence and took military governors into direct control awaiting a new government. The move signals broad anti-government sentiment and potential spread across the country amid war discontent.
A Missouri cyclone near Chaonia at dawn kills fourteen and injures many. Fear mounts for a settlement of about three hundred near the town, as wire service cut off and weather conditions threaten repeat strikes across the state.
William Fay twenty two son of wealthy German parents was taken off a Pacific Mail liner bound for Mexico after authorities charged he sought to evade conscription. A revenue cutter halted the ship in the open sea and ferried him ashore to Los Angeles amid a massive public reception and police presence. The incident sparked sharp ridicule from passengers as Fay faced possible charges for avoiding military service.

Washington May 31 After a year long inquiry the Interstate Commerce Commission dismissed complaints by ex Delegate James Wickersham against Alaska steamship railroad and transportation firms alleging unjust rates and favoritism The suit centered on contract rebate and canery systems benefiting fish corporations and mining interests The commission noted elimination of special transportation contracts by large mining firms eight months earlier and questioned the Alaska transport setup and its impact on miners in Seward peninsula and inland Alaska
London reports May casualty list shows 590 officers and 106,331 enlisted men for all ranks. Since the Nineteen Seventeen drive began, British troops claim no ground loss per square mile, while large, fortified sections of front were seized. German losses more than double British in these engagements.
