Advices from Juarez say Carranza formally approves the Scott Obregon terms for a joint campaign against Villa. The accord grants American troops near‑free hand with Carranza forces aiding the pursuit. Wilson’s approval is awaited to activate the plan and deploy more troops.
Pittsburg May 4 militia to forty five thousand and cavalry are in control of the strike situation with detachments guarding munitions plants that refused workers demands. Several large steel plants have closed increasing tensions and rioting has subsided since Edgar Thompson mills unrest.
Ambassador Spring Rice called on President Wilson to apologize for British officials at Nassau and other West Indies ports failing to receive Secretary McAdoo with proper ceremony on his return from the canal zone. He attributed the neglect to circumstances beyond his control.
Dublin May 4 James Sullivan former American minister to Santo Domingo was arrested by military officials on charges of complicity in the Irish rebellion and sent to England. The arrest was reported to Ambassador Page with inquiries about charges and procedure. The government seeks the whereabouts of several attached signatories to the revolutionary proclamation including Sean Mac Jairmus Emmon Ceannt and Joseph Plankett.
