March 18 diplomats say representations have been made to Japan protesting any partition of China. The Mikado's government is told it cannot take advantage of the European situation to carve China. Observers say the Chinese situation is more menacing than the United States, with prospects of alarm high.
Washington reports publish six diplomatic notes showing the United States asking Britain to define the radius of activity in retaliation for the German submarine blockade.
