Berlin reports heavy fighting in the Champagne district with a surprise German loss followed by counterattacks. Official word says the assault was led mainly by Russian troops with French officers guiding the operation, causing German positions to be penetrated over a wide area.
The Frederick VIII reached Copenhagen from Halifax in nine and a half days. The Bernstorff party aboard the Scandinavian American liner reported good treatment from officers and refused to discuss ten days of delays by British authorities at Halifax. The voyage was described as uneventful with British cruisers briefly approaching the ship before departing.
The State Department ruled that armed American merchantmen may fire on submarines if warning is not expected, aiming to deter German warfare. The captain and eight officers of the German steamship Liedensfels were found guilty of obstructing harbors and endangering shipping by sinking their vessel in Charleston harbor on January 81. Each officer faces a $500 fine and one year in the federal prison in Atlanta. The Liedensfels was interned at Charleston after the outbreak of war, acting under orders not disclosed.
Mayor Moller received a telegram from Senator Frank Aldrich stating the legislature favors liberal appropriations for both schools and roads, noting that other communities have taken similar actions and that support is broad.
