Washington June 3 The State yesterday passed and sent to the White House a bill permitting Alaskan municipalities to float bond issues with the approval of sixty five percent of the taxpayers voting in any special bond election. The 1936 law inadvertently required sixty five percent of all taxpayers including non voters.
