Ten thousand garment workers walked out at noon after employers refused a wage increase. The action targets trouser makers, halting orders from European belligerents and risking large contract losses. Many workers had faced winter unemployment, while employers offered no concessions.
Cornish July 13 President Wilson will delay until Friday before discussing the German note with his cabinet. He was seen golfing in the morning then returned to Harlakenden to study the note, ordering no disturbance.
German Press Service reports Austrian forces advancing along the southern Julian Alps and penetrating Italian territory west of Raibl. Italians resist, while overall frontier fighting shifts with Italian assaults failing. Western front German offense continues with minor gains as French actions around Arras and Neuve Chapeau area face heavy artillery and repulsed attacks.
Berlin via Sayville reports that a second British naval assault on Dunkirk was repelled by the German air force, forcing the British to retreat after a heavy bombardment. London dispatches report Roumania and Bulgaria kings are in Athens for a conference with the Greek ruler over the war situation. The talks are seen as preparing for a decisive move and deciding whether Balkan states will remain neutral. Bulgars mobilize reserves, suggesting a plan of campaign if they side with the allies.
In Pendleton Oregon two youths attempted vandalism as the Liberty Bell toured toward San Francisco. A rock dented the aged bell amid concerns that further cracks could worsen during its Pacific journey. The note ends with a promotional line for the Daily Nugget subscription.
Washington July 13 The navy department announced that US submarines will be armed with disappearing guns similar to German methods. The ordnance department says the guns are powerful and retractable into the hull after firing, reflecting observed usefulness on German underwater boats.
Washington July 18 The War Department announced that Lieut. Col. dbus Chorney and Major William A. Phillips of the army ordnance bureau will resign to take posts with private firms holding large war munitions contracts for European belligerents. Secretary Garrison says government arsenals cannot meet wartime needs alone and private plants must be developed to the highest standard, signaling possible further officer releases if private concerns offer positions.
