Berlin reports Germany's new naval build plan centers on submarines and dread U boats. Twenty eight submarines are provided for with three already launched. The program also includes two battleships, two cruisers, and sixteen destroyers under the Versailles Treaty era framework.
Governor General Frank Murphy urged the insular legislature to raise tariffs as an emergency to prevent losing the Philippine textile market to Japanese exporters. Over two years Japanese entrants hold over half the trade. American share fell from 72 percent in 1932 to 40 percent last year and 38 percent in early 1935.
Emergency relief rushes in as flood waters sweep across a wide swath of upstate New York. Thirty seven dead, eight missing, and ten million dollars in damages mark a disaster across a fifty mile radius near Binghamton. Over two thousand left homeless as towns near the Pennsylvania border suffer ruin of homes, roads, bridges, and crops. Federal and state help mobilizes with twenty five thousand FERA workers and one thousand CCC men dispatched while the Red Cross rushes relief workers to the stricken area.
Dr. Sarah Ruth Dean who had been sentenced to life for the so called poison highball slaying of Dr. John Preston Kennedy was granted a gubernatorial pardon after a two year fight. Governor Connor said the pardon was based on information not available to the courts at the trial or appellate level and she expected to resume her practice as a child specialist.
In New Orleans on July 9 Senator Huey P. Long denounced President Roosevelt as a liar and a faker in a radio speech while railing against the administration’s old age pension plan. He cited a Louisiana resolution urging a pension act drafted by himself and said the act would pay about one cent per day to 280,000 beneficiaries. He challenged indicting him and claimed equal stature with Roosevelt.
The City Clerk M J Walsh will stay open until 12 o clock midnight to register qualified voters for the bond election. Tonight is the final opportunity to register, with property owners urged to participate as registration closes at midnight. City officials reported progress on engineering data for the loan and grant agreement with Washington D C and bid advertising for street graveling, fire mains, and the City Building plans.
Nome has advanced faster than other cities on PWA applications and preparations. A resident PWA engineer is en route to Nome to oversee rehabilitation work and cut through red tape, expediting city function restoration.
A House bill introduced by Delegate Anthony J. Dimond would let Alaska cities incur public works and utility indebtedness up to ten percent of assessed property value. Bond use would require 65 percent voter approval. Dimond says the measure fixes a need for a special act of Congress for each bond issue.
The Washington News Letter notes President supports H R 160 on Pacific Yukon Highway talks with Canada and H R 2756 allowing Tlingit and Haida Indians to sue the United States. It describes H R 7887 creating an Indian Claims Commission to evaluate tribal claims, with a mix of Indian and non Indian commissioners and safeguards. Also mentions Tanana River flood control study and Alaska spruce timber reserves per Forest Service surveys.
The Schwenningen conference on Italy and Ethiopia suspended hearings indefinitely. Two Italian delegates reportedly refused to hear Ethiopian witnesses after reconciliation talks failed. Professor Gaston Jeze claimed this marked the usual post frontier incident tension, while Italy protested that the commission should limit its inquiry to causes and incidents.
Pietro Cardinal LaFontaine aged seventy and Patriarch of Venice died here today of arteriosclerosis. The cardinal was once mentioned as a possible successor to Pope Benedict. His death reduces the College of Cardinals to forty nine members out of seventy.
