Petrograd reports say Russian forces push the Germans along a 250 mile front with heavy losses. The offensive, continuing for three days, drives retreat across central lines and is described as savage and large in scale. Russian center appears most vulnerable, per Times correspondent.
President Wilson urged Pan American Scientific Congress delegates to pursue political cooperation among western hemisphere nations.
