President Wilson spoke to a joint session detailing government control and operation of railroads during wartime. He urged compensation based on net income, funding to maintain roads, and a 500 million dollar appropriation for operation and equipment to address car shortages.
AP reports from Fairbanks, Dawson and Ottawa place explorer Stefansson at Herschel or Bailey Islands in the Arctic, not Ft Yukon as earlier Canadian notices suggested. He and his party are believed to winter there and plan to bring boats to Nome. RCMP patrols head toward the Arctic coast with updates expected in March.
In Newport News a large crowd mainly of laboring people swept through Chesapeake and Ohio Railroad coal yards, carrying away over two carloads of coal due to bitter cold. Women and children joined the raid as officials appealed to military and police, and yards were placed under guard. Similar coal seizures occurred in Philadelphia as authorities struggled to stop the thefts amid widespread hardship.
Washington January 4 Senator Chamberlain head of the Military Affairs committee introduces a Senate bill to create a Department of Munitions in charge of all war munitions supply and shipment. The secretary would sit in the president's cabinet. The bill follows Sea lift Military Committee findings.

London reports indicate Russian peace emissaries will renew talks in Brest Litovsk or Stockholm to seek terms the Bolshevik government finds unacceptable. Counter proposals reportedly demand full evacuation of occupied Teutonic territory pending a self determination referendum.
A government project to raise a railroad construction regiment in Alaska is announced by Engineer HW Warren of the Muska Engineering Commission. The unit, about five hundred men strong, will work on the Seward to Fairbanks railroad, under a colonel in charge.
General Crowder estimates about ten men in every registration district have escaped service. The finding suggests the government will undertake a vigorous campaign to round up draft slackers nationwide.
New York dispatch reports Chinese Ambassador Keo stating China is willing to participate in the war but cannot field a large army due to limited trained forces and finances. He claimed 125 Chinese soldiers are presently behind the firing lines in France and Mesopotamia and may be expanded soon.
A six story Hoboken manufacturing plant in the Industrial district was destroyed in a major blaze. Firemen sailors and city fire boats battled the stubborn fire, which was discovered after it had gained headway. Loss estimated at about two hundred fifty thousand dollars.

Seattle police sergeant Gi v0 Comstock and several Dry Squad members were arrested on warrants from the District City Attorney charging a plot to steal intoxicating liquors stored in the Public Safety building. The complaint alleges a conspiracy to secretly dispose of large quantities of seized liquor and share the proceeds with outside parties.
