Berlin Aug 26 officials say the Arabic incident may be eliminated as a source of discord with the United States. Chancellor Rethmann-Holloweg confirms Germany will offer complete satisfaction if submarine commander acted beyond his orders.
A dispatch from Athens reports a Russian aero raid on Constantinople causing extensive destruction and many casualties, including three American citizens. The raid lasted about three hours as Turkish air artillery fired in vain, with forty one killed or wounded: three Americans, eight Greeks, and thirty Turks among the dead or injured.
St Louis August 24. Valley Park cut off for five days by heavy floods. About two thousand residents lack food and clean water as downtown business area and most food stocks are swept away. Local relief includes special dinners and around the clock meals with a family dining room and home made bread for sale. A. Servis. Mrs Ginnivan pro.
Boston August 26 governors conference passes resolution endorsing the presidents policies and pledging to support his leadership in this hour of national concern. The meeting urges national armament increases and readiness and endorses a plan to raise trained state troops as an emergency force with regular army units.
White House notes indicate President Wilson has been unofficially told by sources near the German ambassador that the next German communication about the sinking of the Arabic will be satisfactory to the United States. Also mentions school texts and Holt's inventory items.
Berlin reports the fall of Brest Litovsk after a week of heavy fighting. German forces push toward Bielestok and Grodniy forts while seeking to sever Russian rail links with Polish territories. Severe combat continues southeast of Riga as Russians resist the advance. Western Russia largely in German hands, with minor pockets near Vilna, Grodno, and Pielestok. Now is the time for fruit jars.
In Mass the baggage of Dr. Constantin Dumba Austrian ambassador to the United States was rifled at a railroad depot. A supposed spy scattered letters and documents, leaving a box of jewelry valued at over five hundred dollars.
A. P. A. Service reports ex-President Taft warned that Republican success in 1916 looked excellent until the European war began. Political leaders nationwide dispute the claim, arguing foreign policy will help Republicans, not hurt them, and that the war has not altered GOP prospects.
The Department of Commerce has ten bids for a new coast survey steamer funded months ago. The Portsmouth Navy Yard submitted the lowest bid at 163,250 dollars. The vessel is to operate in Alaska waters once finished.
Washington aug 25 White House officials said the Arabic situation appeared more hopeful after the German government preliminary statement. They expect an official Berlin reply before any action and await another statement on American intentions. Times correspondent reports from Metrograd that Bielastok was evacuated by Russian forces and they are retreating to the east to join the grand duke’s army preparing to stand northeast of Brest Litovsk. Grodno’s line resists fierce German artillery and infantry attacks as troops fall back to stronger positions near Vilna.
London August 26 Chairman Shingareff of Russia's defense committee told the Petrograd Chronicle that artillery shortages are easing. He said shell supply has more than doubled recently as new government factories resume output and external shipments arrive, placing the Russian army in a better position to cope with German artillery.
Paris dispatch reports that Britain has stretched a vast net across the North Channel between Scotland and Ireland to deter German submarines from attacking transports from that direction. The net is described as a trap intended to entangle and capture submarines attempting to reach England's west coast through the channel.
Swattsh Aug. 26. Henry C. House of Houston, brother of Colonel Hen House, arrived en route to Sol Duc springs for a fishing trip and said that Germany and Austria at war will educate the idle rich in the United States about the wonders of their own country, with particular praise for Alaska, which he discussed at length after touring Alaska in 1913.
Secretary Lansing confirmed reports the United States proposed a protectorate over Hayti. He said the government awaits a reply from the Haytien authorities, who are giving the matter serious consideration.
The Seattle Chamber of Commerce will appoint a committee from members in the Alaska bureau to plan celebrations for the fiftieth anniversary of Alaska. The group will launch an active campaign to help Alaska cities ensure the event’s success. J A McPherson’s Northland tour material will assist the committee as Alaska town plans are finalized.
The body of Charles Arndt, about thirty, was found hanging from a rafter in his dwelling after neighbors reported his disappearance. Police noted clothing burned and a singed noose, indicating death by self harm. No reason for the act is known.
Sixty two French aviators attacked a German army factory north of San Louis this morning. The building and occupants were destroyed as the largest air fleet ever assembled dropped over one hundred fifty bombs. Every vestige of the munitions plant was reported obliterated.
