The document reports that Secretary of War and the Army War College propose a vast increase in military forces. It envisions an army of six to seven hundred thousand with a partially trained reserve, aiming to reach about one million fighting men in a brief period, subject to executive approval.
P.A. Service reports Mexican soldiers fired on American troops near Lochiel Arizona while second cavalry trained. General Funston notes Carranza, with 3000 Carrancist troops, opposite Lochiel. State dept says Carranza may address the U.S. on peace plan and abide by constitutional convention decisions if called. Harbor committee members from the Chamber and city council met at the Igloo to review actions on the Snake River Harbor project. Capt Ernberk will inspect the field for the War Department, with reception and entertainment plans and funding discussions underway. The group will reconvene Wednesday at 9 p m.
Russian gunners report downing a German Zeppelin reconnoitering Vilna. The airship was hit four times before landing. crew captured include the pilot and eight soldiers plus four machine guns, bombs, incendiaries, and photographic gear. The Zeppelin was leaking and propulsion damaged, but recoverable.
Morning dispatches from Petrograd report a major Baltic engagement off the gulf of Riga. Russia says three warships were lost and one German ship destroyed, with two more German vessels damaged. the Russians sunk only one sizable craft, a gunboat, while torpedo boats comprised most of the Russian losses.
The White Star line reports forty five deaths from the submarine attack on the liner Arable near London on August 8. Of the total, seven were passengers while the rest were crew. Only two Americans, Mrs Brugiere and Dr Woods, died. The government says the vessel was not being conveyed in the war zone at the time. Some papers blame the government for letting the ship travel through the area unattended.
Dispatches from Salonika report Bulgaria preparing to join the Allies against the Turks. An army of at least 150,000 troops is being concentrated on the Turkish frontiers as general mobilization proceeds across the kingdom.
A private cable from Queenstown reports that the body of Mrs Trugiete, one of two Americans aboard the torpedoed White Star liner Arabic, has been recovered and will likely be sent back to the United States. Also notes an advertisement: piano for sale at Nugget office.
Unofficial messages from Ankara say Turkish detachments have been sent to the northern border to preempt a Bulgarian advance. A large force guarding Constantinople may be redeployed to the Bulgarian line as the expected incursion nears.
Liverpool reports the White Star liner Bovie arrived safely after rumors of sinking by German submarines. Officers say they were unaware of any attack and did not sight a submarine during the voyage.
Rear Admiral Winslow was assigned to command the Pacific fleet, succeeding Admiral Howard who will return to Washington and retire in four months. Winslow is en route to the Pacific coast to assume command. The Daily Nugget, $2.00 per month.
London Aug 23 The capitals of entente powers rejoice as British and Russian forces claim a decisive Baltic victory. A German battle cruiser Moltke, 28,000 tons, is reported sunk aiding Russian dominance. The Times dispatch notes the German fleet withdraws from Riga bay crippled, while a Baltic landing near Pernupin is repulsed with barges sunk and soldiers captured.
August 23 report from Vetrogad notes a heavy German loss in the Riga Bay action. Official counts list three cruisers and seven torpedo boats sunk as the fleet withdrew from the gulf. Russian Black Sea bulletins claim four Russian destroyers sank over one hundred Turkish vessels in several battles.
Abe Ruef, longtime associate of former Mayor Schmidt in the San Francisco graft cases, is released on parole from prison. Parole restricts him to Mendocino County for three months and bars return to San Francisco during that period. The parole board offered no further reasons, deeming it unadvisable for him to return to the city in the initial months of liberty.
In Bellingham on August 28, a vast forest fire sweeps across the county toward the International boundary. About two thousand men are aiding the effort as volunteers arrive from all parts. Officials say the destruction may be the greatest yet seen in the region.
Promotion for first class work from the People's Steam Laundry extends an offer to call Main 151 for laundry service. W. J. Williamson is listed as proprietor offering prompt livery and pickup.

Washington Aug 23 An artillery battalion of three light artillery companies at Annapolis has orders to prepare for service. Destination not definite but likely. Authorities at Port au Prince report disturbances in the interior reaching the capital.
Paris reports two French torpedo boats engaged and sank a German torpedo boat destroyer off the Ostend coast last night. The German vessel was destroyed with no French casualties. The French crews escaped unharmed.
Advices from SOPTA Aug 23 report allied submarines active in the eastern war waters. A British submarine sank a Turkish collier off Maidos Pasha and destroyed the German steamer Sulog of the German Levantine Company in the Marmora Sea. The German ship carried munitions for Turkish forces.
