Plans to lend the Allies several billions are under review at a Washington conference today with Treasurer McAdoo Senator Simmons of Virginia and the Finance Committee. If terms and collateral securities meet requirements, a procedural plan will be sent to lenders and prominent bankers may be consulted. Rumors say terms will use American securities and short term notes.
Washington April 7. After a lengthy Senate Military Affairs Committee session, leaders agreed to recommend an appropriation of 280 million dollars for the Army. The panel anticipates presenting the measure to the Senate on Monday April 9 for immediate provision to the Army Department.

Dispatches from Guam report the interned German cruiser Cormorant refusing to surrender to American forces was blown up by order of its German captain. Six German sailors died and a number of crew were saved as American ships fired warning shots and prepared to evacuate the remaining crew.
