London reports heavy raids as German warplanes bomb central London with demolition and incendiary bombs. The night saw intense anti-aircraft fire and a large fire in central London, though one building suffered damage. RAF defenses and recent losses limited a larger invasion attempt, observers said.
The Brookings Institution recommends price controls and suspension of some government production and work hour restrictions in wartime. Wage increases should occur only to protect health and efficiency or when other controls fail to curb living costs. The measure would tax 25 to 50 percent on profits above normal and raise corporate income tax from 20.9 to 24 percent for 1940, with 1 billion dollars estimated annual yield. It includes defense contractor concessions and would suspend wartime profit limits on ships and aircraft. A government life insurance plan for service members would be created, offering up to 10 000 face value policies for about 66 cents per month per thousand. Non wartime earnings under 25 000 face a reduced tax schedule. The committee, in a Sunday session, dropped a proposal to raise individual tax rates during war. Leaders planned votes in the House Tuesday and Senate Wednesday.

Police detained a Seattle youth identified as William Hollingsworth for questioning in a reported car theft from Washington and transportation to Butte. Also held were a West Silver Street burglar, and a man and woman linked to a $45 robbery. Hollingsworth claimed an 18 year age and said he recently left a Washington reform school.
