The Senate voted 44 to 38 to urge federal courts to delay reapportionment under one person one vote rules. The Mansfield amendment urges courts to allow state legislatures time to reapportion, with a six month limit plus a 30 day grace period, aiding adjournment aims tied to foreign aid bill passage.
Text states that elections for state legislatures must follow state laws in effect on Sept 20 and that courts will reapportion representation if states miss deadlines set by court orders.
The Senate passed a $3.3 billion foreign aid authorization after resolving a reapportionment dispute and overruling opposition. The measure, cut from Johnson’s request, sets a spending ceiling for the current year and moves to conference with the House. It also adopted a loyalty oath for aid contractors and condemned Soviet persecution of Jews.
The first completed stretch of Interstate through a Treasure State city was dedicated in Butte with Montana officials and federal highway leaders present. The Butte Urban segment from Montana Street to Harrison Avenue Interchange opened for traffic with full ceremonies and about 1,000 spectators.
