Montana constitutional initiatives bankrolled by national groups
Three statewide measures on Montana’s November ballot are largely funded by outside organizations. MER and MER backed two related efforts to shift elections to open primaries and require majority rule. National donors, including Article IV and Unite America PAC, provide most funding, with MER receiving about 99 percent of 2024 contributions from outside groups. CI-126 calls for a top four primary for statewide and legislative races, while CI-127 seeks a majority vote threshold and potential ranked choice rules.
