Browning case shows limits of tribal and federal justice
Wilma Fleury sought updates on her son Willy Pepion’s 2019 homicide in Browning on the Blackfeet Reservation. The FBI dropped the federal case after U.S. Attorney declined to prosecute, directing reliance on the tribal system with limited sentencing. Pepion died in tribal jail after a disorderly conduct arrest. autopsy ruled homicide from a skull fracture and subdural hematoma.
