The House Post Office Committee approved a compromise postal rate bill by 14 to 5. It would raise first class stamps to 5 cents and air mail stamps to 8 cents, with modest increases in second and third class mail. The measure targets about 521 million dollars in annual revenue.
President Kennedy orders a return to testing with a two week timeline. Officials say the move aims to aid weapons development and diplomacy after the Soviet decision to resume tests amid Berlin tensions. Western powers accuse the USSR of using atomic blackmail to pressure concessions at Berlin.
Elder ElRay L Christiansen of Salt Lake City will speak at the Butte Stake quarterly conference in the Butte Chapel. Elder A Lewis Elggren, also from Salt Lake City, will share duties with Charles W Hanna leading the program. Approximately 800 attendees are expected from wards and branches in Butte Anaconda Philipsburg Deer Lodge Dillon Lima Sheridan Helena Whitehall Three Forks Townsend and Bozeman.
Gov. Donald G. Nutter told Montana leaders of the new Committee on Economic Studies to develop a state driven plan for natural resources or risk federal control. He called the 11 member steering group an intellectual brain trust and urged private and public sectors to push for job growth. He noted cooperation with the Upper Midwest Research and Development Council while denying conflict with the State Planning Board.
Officials in Chihuahua report forty people have starved to death in the Tarahu mara Indian region as crop losses from a severe drought devastate the area. The death toll underscores the dire food shortage facing the community and the broader impact of failed harvests.
Hurricane Carla battered Cuba's Pinar del Rio region with 100 mph winds flattening buildings in Paradero Mendoza and flooding crops and livestock. In the U S Gulf Coast a hurricane watch stretched from Morgan City Louisiana to Apalachicola Florida as Carla intensified and Debbie formed farther east. Betsy remained a distant Atlantic threat.

John S. Wulf Jr. named to local Selective Service District 47 board. Hugo A. Kenck chair announced Thursday. Wulf, a Butte insurance man and WWII veteran, fills post vacated by Ward Fanning who served ten years. Appointment by President Kennedy via Gov. Nutter recommendation. Taxpayers in Silver Bow County face high education levies. In Butte and Walkerville education taxes run near 70 mills, with total state and local levies above 168 and 165 mills respectively. In Race Track district the 70-mill education levy equals about 53 percent of the total tax bill, while other District No. 1 areas show 41 to 56 percent. County commissioner Frank Gorsh lists 14 levies for District No. 1 including elementary, junior high, high school, retirement funds, and transportation.
Beaverhead County treasurer Mrs. Anne Wight resigns and asks to be replaced on Oct. 1, 1961. She plans to move to California where son Harold attends school. Another son Norman graduated from Montana State University and awaits his call to service. She was elected in 1958 and took office in March 1950 for a four year post.
Three Montana firms submitted apparent low bids totaling about 2.42 million to build the Barratts diversion dam and the first 20.3 miles of East Beach irrigation canals in Beaverhead and Madison Counties. Federal estimates ranged around 2.30 million. Bids go to the reclamation bureau in Denver for review.
Forsyth AP reports Ardis Swart a 55 year old rancher died in a Forsyth hospital after a truck car collision near Forsyth. Leonard Gasaway 20 of Forsyth suffered head cuts and bruises. The death lifts Montana’s 1961 traffic fatalities to 186, 40 more than a year ago.

West Montana sees partly cloudy skies and a few mountain showers with highs 60 to 70 and lows 35 to 45 through Saturday.
