The Senate approved a 4.7 billion higher education bill with federal aid for needy students and a national teacher corps to serve poverty areas. The measure passed 79 to 3 with three Southern Democrats voting no and 25 Republicans backing the bill. it now goes to conference.
Betsy churned 125 mph with a wavering North Atlantic path threatening the Bahamas and U.S. missile tracking gear. Officials urged Bahamian alertness while Cape Kennedy and several tracking stations fortified against the storm and prepared for potential evacuations and delays in space launches.
Mostly cloudy today with scattered showers in the Butte Anaconda area. Partly cloudy Saturday with cooler conditions. High near 64 degrees today and a low around 30 tonight. One year ago, highs 58 and lows 38.
Senate House conferees approve a 1.785 billion dollar antipoverty authorization for a second year, between House 1.9B and Senate 1.65B. It excludes governors veto on three programs. Powell calls it an excellent compromise. House expected to act next week.
Senate Agriculture Committee approves a four year farm subsidy bill urging President Johnson to end restrictions on wheat sales to Russia. The measure sets subsidies for wheat cotton feed grains wool rice and cropland diversion with a sense of Congress resolution favoring shipment by any vessel chosen by buyers.
Montana Supreme Court unanimously upheld Joseph R. Campbell’s conviction and life sentence for the 1963 murder of Margaret Sevler, a 36 year old waitress. The court ruled no claimed trial errors were prejudicial and rejected arguments for a new trial or lesser charge.
A group of Deer Lodge citizens filed suit against the city and officials alleging improper seizure and destruction of dogs. They seek court orders halting enforcement of leash laws and pound actions plus $500 damages for a dog killed while aged and infirm. Hearing set Sept. 23.
A Missoula plant blaze fatally injures Frank Costello 36 a maintenance superintendent. Two survivors Richard Springer 36 and George Troxel 37 suffer burns and injuries while escaping. Costello’s family includes his widow Lee four sons and two daughters with a newborn Jane. A second fire later at White Pine Sash Co involved a sawdust bin as firefighters battled the general alarm blaze.
House Labor subcommittee hears Colleen Boland and others decry age 32 to 35 dismissal policies by four airlines. Chairman James G. O'Hara questions if the practice is discrimination. The case highlights pressures on older workers beyond airline staff.
President Johnson personally urged both sides to settle the steel labor dispute before Labor Day. He arranged continuous talks by canceling lunch breaks and providing meals from the White House kitchen as negotiators pressed for an emergency contract and a quick agreement.
The Appropriations Committee approved a foreign aid bill totaling about $3.285 billion, only $75 million below the authorized total. The measure, roughly $35 million above last year, followed after Congress sent Johnson a $3.36 billion authorization bill and set spending ceilings about $97.6 million less than the president’s request.
John D. Mac Arthur recovered the 100 carat DeLong Star Ruby from a roadside phone booth for 25000 dollars. The gem, last major stone stolen from the American Museum of Natural History ten months earlier, was to be examined by museum officials before return to New York. Francis P. Antes aided the recovery with ties to the gem theft that also involved the Star of India Sapphire and 22 other gems.
