Rep. Emanuel Celler announces hearings on constitutional changes in the 91st Congress to replace the electoral vote system after the Nixon Humphrey Wallace race raised the danger of an electoral impasse. He calls the situation intolerable and aims to act early next year.
Richard Nixon increased his national popular vote lead after the AP released updated totals from 95 percent of precincts. Nixon had 30,456,559 votes (43.6 percent) to Humphrey’s 30,185,951 (43.2 percent) including 53,120 Alabama votes. George Wallace stood with 9,118,016 (11.2 percent).
Butte public schools will run only three days next week with two days for parochial units. Veterans Day Monday closure affects all. Friday suspensions for conferences and report cards. Parochial schools close Thursday and Friday. Buite Tech also observes a Monday holiday.
The morning forecast showed near zero temperatures for Butte with the coldest day in seven months. The Mercury dipped to 2 above on Wednesday, marking the city’s coldest stretch since last winter with subzero readings rare in February and none in March.
Montana Governor Tim Babcock, defeated in his bid for re election, says he would consider a federal appointment if offered. He remains noncommittal about seeking such a post while detailing plans to renew public affairs and pursue business interests. He notes his opposition to the sales tax and reflects on his seven years in office.
City and county officials rounded up 32 horses from the streets of the lower west side. The animals are impounded at the stock yards and may be claimed there. A $25 impoundment fee is charged. unclaimed horses will be sold at public auction in 13 days.
President-elect Nixon will not travel to Saigon before his inauguration unless Johnson indicates the visit would aid peace negotiations. Aide Ronald L. Ziegler said Nixon plans no foreign trips before January 20 and will consult with Johnson and Secretary of State on any future moves. The statement came as Nixon relaxed at his Key Biscayne retreat after winning the presidency.

President Thieu congratulated Nixon and invited him to Saigon, but Nixon plans no trip before inauguration unless Johnson suggests it. Thieu called Nixon a staunch defender of freedom and said Vietnamese would welcome him to assess the war on Vietnamese soil.

Montana marks 79th anniversary of statehood at 10:40 am with the 1889 proclamation by President Harrison. Territorial Gov. Joseph Toole was qualified as first state governor at 2 pm, in a Democrat win by 576 votes over Thomas Power, as Montana comprised 16 counties and about 140 000 white residents.
In Helena a two way contest shapes up as William S. Goan of Billings and James P. Lucas of Miles City seek the speaker post. Both veterans of multiple sessions back the effort as GOP holds a 59 to 45 edge. Lucas, 41, has led floors and was once eyed for governor. Goan, 47, runs a Billings bottling firm and foresees potential tax measures as revenue questions loom.
Rep. Tom Haines issues call for the 59 Republican House majority caucus to organize in preparation for opening day of the session. The meeting will designate speaker pro tem whip sergeant at arms and the speaker and majority leader as he chairs the event.
