More than 450 American Superfortresses bombarded Yokohama in a large air raid, as U S forces opened a major offensive on the enemy homeland. The attack followed two earlier raids this week, with about 3,200 tons dropped around 9 am Japan time.
Secretary of State Stettinius outlined a five point policy in San Francisco declaring the United States the mediator among major powers to reach a common understanding on German and Japanese postwar issues. He urged Russia Britain France and China to join in preventing future wars and to promote fair dealing and economic conditions worldwide. The address, prepared for radio from his San Francisco hotel penthouse, also warned Argentina to practice democracy at home.
Australian Foreign Minister Herbert Evatt called great nation veto power over peaceful settlement of disputes preposterous and a dangerous blot in the proposed world charter. The Australian delegation outlined an interpretation in which a single big power cannot block a dispute’s airing but could veto any positive action. The policy statement was to be sent to London Paris Moscow and Chungking for approval and public release may be delayed.

Mullins’ 25th division and Maj. Gen. Gill’s 32nd Red Arrow division pushed toward key routes through the Caraballo mountains toward the Cagayan valley, as Gen. MacArthur announced.
Washington May 23 The House passed and sent back to the Senate legislation extending for one year a 1.503 billion subsidy program for meat butter flour petroleum and strategic metals by a 246 to 22 vote. The program would have expired June 30 and is overseen by the Reconstruction Finance Corporation and its subsidiaries.
