Senate leaders seek cloture to curb debate and force a final vote on the voting rights bill possibly next week. If adopted, debate would be limited and amendments blocked, with a final vote potentially on Thursday or Friday. The measure, proposed by President Johnson, would outlaw literacy tests in five Southern states and parts of two others and allow federal examiners to aid registration where discrimination occurs.
