President Nixon asked Congress for power to overhaul the draft by switching to a national random lottery focused on 19 year olds to reduce the disruptive impact of conscription. The plan preserves college deferments and aims toward an all volunteer force, with deferments for hardship and education still possible.
Sen. Joseph D. Tydings urged Justice Abe Fortas to resign amid renewed pressure over a $20,000 Wolfson family foundation fee. He said the public confidence in the judiciary must be preserved and urged the Justice Department to present further evidence if available. Fortas dismissed the idea, asserting support from some court colleagues and defending the fee as proper.
Jack Whelan, chairman of the board of school trustees, says a third election on reduced mill levies will occur. No decision yet on cuts as the budget is reviewed to determine service and facility impacts including possible removal of four Kennedy School classrooms and East Junior High roof repairs. The existence of a third election is not timed. past votes failed by about 200 and near 1,000.
Fred Panion shoots mother owl for taxidermy hobby and finds two six week old owlets near Norris. The Panions have fed the youngsters raw meat for two weeks and the birds appear thriving. Mrs Panion hopes Forest Service will help return them to their habitat.
Senator Peter Dominick challenges a government plan to mint silverless half dollars and dollars arguing for 40 percent silver to preserve prestige. He warns the proposal to drop silver affects coinage standards and Kennedy era coins.
President Nixon orders his top negotiator home for new instructions as he prepares a full Viet Nam speech. Henry Cabot Lodge plans to return to Paris to present the U S response to the Viet Cong 10 point plan. Nixon backs a radio address at 10 p m EDT to reply to the offer and set the stage for ongoing talks next week.
President Nixon will appoint Otis L. Packwood of Billings as the U. S. Attorney for the Montana District for a four year term pending Senate confirmation. He would succeed Moody Brickett who has served since 1961 and was reappointed in 1965 by President Johnson.
A district court jury was kept waiting at the courthouse as attorneys used the judge’s courtroom for settlement talks. With no verdict reached, Judge James D. Freebourn finally sent the jurors home after a coin flip settled the case involving Joseph B. Silver and Robert N. Silver against Savage Brothers, Inc. and Ven Savage for 32015.92.
Jack Reynolds, a veteran observer at Butte, warned of a storm and possible snow Tuesday. The weather bureau predicted near zero precipitation, yet the Mining City saw its first spring thunderstorm around 5 30 p m with hail uptown. Reynolds monitors sun days from the Miners Union steps.
Afternoon showers are expected with a warm day, high around 66 and a cooler 38 this evening. The forecast notes a weather map on page 2 for details.
FBI says Edward Lee Dull and a white female accomplice kidnapped 22 year old Anne Jenkins, a graduate student at Penn, held her three days in Baltimore area before her release after a $10,000 ransom was paid by her father Richard Jenkins.
Senate leader Mike Mansfield calls for a strategic weapons moratorium with the USSR while immediate arms control talks begin. He backs delaying the Safeguard ABM system and urges negotiations, citing concerns about escalation and White House pace. Cooper endorses the plan, aiming for a bipartisan compromise.
