Union leaders discuss Royall plan to divide the nation into seven air traffic areas and appoint seven civilian railroad presidents as colonels, with the Army supervising only war operations while civilian carriers manage finances and details.

Jewish and Arab forces fought around Bab El Wad as Haganah reported roads opened for the first time in three weeks while convoys remained halted. Jaboul served as a tactical HQ for Arabs in the Bab El Wad battle as United Nations consular teams monitored a fragile cease fire in the Holy City.
Fawel Bey Al Kaukji took personal command Tuesday night of volunteer troops attacking Jewish forces at Bab El Wad. He arrived at Ramallah with five tanks four artillery pieces and set up headquarters in an evacuated hotel to continue the attack and defend the city dear to the world.
