Washington March 24 Americans face meat and fats rationing with an overall two pounds per person per week. Those swapping butter for oleomargarine or beef liver for steak can increase their share as the Office of Price Administration outlines the program starting Monday.
The official table listing consumer point values for meat fats fish and cheese appears on page seven of the issue. It details standard point values assigned to meat fats fish and dairy products for consumer guidance.
An article outlines a ration system with a 16 point weekly limit and a published list of point values per pound for items. Butter bacon cheese and prime beef range around 8 points per pound while pigs feet and pig ears are as low as 1 point. Dried beef tops at 12 points. Boneless ham slices Canadian bacon 11 points and boneless whole hams pork loins 10 points.
The Office of Price Administration set 75 percent or less limits on meat butter cheese and similar products for restaurants hotels hospitals lunch counters prisons and dining cars effective next Monday. The two complex point-based formulas determine monthly allotments with emergency provisions and a two month cycle after initial 1.1 month coverage. Small boarding houses are excepted and will pool customers’ ration books.
New York March 24 Partial coal production in the Appalachian soft coal fields for 30 days after March 31 was assured as northern operators accepted a United Mine Workers proposal to limit wage talks to 30 days after contract expiration. Southern operators rejected the proposal and urged retroactive negotiations per President Roosevelt's message. John L. Lewis said he informed Roosevelt progress is being made.
Georgia Representative Ramspeck says the House will approve a pay-as-you-go tax measure that cuts taxes for the current year. He notes debate will shape a middle ground between full abatement and no abatement, with a 20 percent withholding on wages and salaries and several proposed plans under consideration.
In congressional testimony Senator Francis T. Maloney and Joseph L. Weiner urged balanced civilian and military production. They warned of lean consumer days and pressed for the Office of Civilian Supply to become an independent agency protecting consumer interests and rationing.

Betty Jean Holdorf of Butte has been named the radioette directing pilots landing at Butte airport. She will travel to Los Angeles for a 10 day training before returning to Butte for work. Her father William J. Holdorf is a state highway patrol member.
In Algiers on March 24 General Henri Honore Giraud announced the appointment of Jean Rapenne as governor of French Guiana. The official notice came Wednesday night.

Russian forces scored gains along the Moscow Warsaw railway and near Smolensk while in the Kuban area the Red Army captured Abinskaya, 19 miles from Novorossisk. German losses were heavy as Soviet pressure intensified around Smolensk.
American airmen test body armor over Europe and report it has saved several from wounds. Maj. Gen. Ira C. Baker notes armor resists low velocity shell fragments and is paired with steel helmets over intercom ear phones. He adds the equipment is not yet in general use.
The Vichy government charged a Allied propaganda campaign aims to shatter French morale ahead of a continental invasion. It cited the Dieppe raid as precedent and urged Haute Savoie patriots to hold out against Axis forces, noting recent sabotage in Yvon St Etienne and Toulouse and that three youths trying to flee to Switzerland were shot in Alsace.

Buildings homes and a school were leveled with at least 12 dead and many injured as fires raged and debris filled the streets. Allied planes engaged over France and the northeast coast of Scotland. one British plane was lost.
The House approved a measure amending the 1942 price control act to prohibit deducting government benefit payments in calculating parity and farm ceiling prices. The bill, sent to the Senate, would expire six months after the war, unlike the Senate version which would make the change permanent.
Allied air forces hammered Japanese positions across Mubo in New Guinea and nine other targets in the southwest Pacific. A-20 Boston and Beaufighter raids at Mubo probed jungle defenses while heavy bombardments from Fortresses Liberators Mitchells and Catalinas struck at Kaimana Kaid Aroe Buka Gasmata Wewak Finschhafen Lae and Mubo with thousands of rounds and noted enemy losses.
Helena March 24. Montana consumers may begin using D E and F blue coupons from War Ration Book No 2 for processed foods. Rationing officer James Goodwin said the stamps, for April use, may be used before April 1 to adjust shortages in individual cases. March stamps will not be honored after March 31.
Allied dispatches report U S troops began shelling Mezzouna 22 miles from the Mareth pocket as British and American forces press the Mareth line. 2,000 Axis prisoners taken as Rommel counters near El Guetar and a stubborn Mareth salient resists Montgomery’s offensives.
The House approved the Senate version nullifying the 25000 salary cap for wartime pay and set a new ceiling. The 297 to 46 vote followed a House-Senate conference report and sent the measure to the Senate for ratification as a rider on the debt limit bill. The plan preserves presidential authority to limit wage increases while removing the strict cap.
