The Montana Senate rejected House Bill 122 27 to 23 short of the two thirds needed to suspend rules, keeping the 876 page measure in limbo. Critics call the bill a monster and accuse lawmakers of irresponsibility while supporters warn of voter backlash. Page 14.
President Carter will urge Congress to pass a universal registration amendment allowing any eligible citizen to vote with an ID at the polls, aiming to add over 45 million voters for federal elections. The plan faces partisan dispute over potential rise in vote fraud and is a priority for Democratic leaders.
The plan calls for eliminating electors who cast state votes and replacing them with a system reflecting the popular vote. It also seeks public subsidies for Senate and House campaigns in 1978, Hatch Act modifications for federal employee participation, and universal registration modeled on Minnesota and Wisconsin allowing Election Day registration with ID and local vouched voting.
