Greene County voters may see two candidates named Russell Headlee on the May primary for Democratic assemblyman. Russell Headlee of Mount Morris said he may run and Russell E. Headlee of Girard Port filed his petition last Friday.
President Kennedy asked Congress for 4.8785 billion dollars in foreign military and economic aid for the coming fiscal year. He said the amount is needed to advance a decade of development and to bolster nations against the Communist threat. Democratic leaders pledged a fight, with some predicting support and others cautioning against large cuts.
Nearly 200 students from 12 Montana High School Association District No. 3 schools will compete in the District No. 3 Regional Science Fair at the Civic Center. Winners advance to the state fair at Montana State University and top performers receive scholarships, trips, and various awards.
Lee Newspapers general manager Richard E. Morrison of Butte testifies to the Senate Post Office Committee that a one-cent per piece surcharge on mailed papers would impose unequal weight and zone burdens. He warns the plan would cause severe hardship for Montana papers like the Billings Gazette, with other publishers and lawmakers weighing in as hearings set for March 22 and 27.
In Senate Post Office Committee hearings on a $691 million postal increase bill, six publishers urged against a one-cent per piece surcharge on second class mail. They argued it would burden small-town papers and worsen financial strain, despite the Post Office Department's claim it would reduce the growing deficit.
Russian planes entered Berlin air corridors and dropped anti radar chaff to jam the corridor guidance system. Allies continued flights as planned with no incidents, though overlap raised collision risk. A Russian jet passed four miles from a Western liner but caused no interference.
Police and sheriff deputies patrolled a Butte sidewalk near 107 E Granite as 20 steelworkers gathered for a United Steelworkers of America meeting. No trouble occurred with a small post meeting crowd and minor chatter noted.
About 60 Montana School of Mines students demonstrated on campus night, demanding dormitory bed accommodations amid a planned $6 monthly fee increase to $75 for a double and $78 for a single. The protest, sparked by rising costs, featured placards and a bonfire of discarded beds in front of Dr. E G Koch’s home as he were away at a state board meeting.
The International Union of Mine Mill and Smelter Workers announced a new labor contract with American Smelting and Refining Co covering 11 properties coast to coast. Wages rise 8 percent to 12 cents hourly with added fringe benefits and night differentials. Hayden smelter employs 200 and El Paso site 800 workers. Agreement begins a week after ratification and runs to June 30 1964 with identical increases on July 1 1963.
Risto Kurilich 45 appeared before Justice of the Peace J J Winston and pleaded innocent to contributing to the delinquency of minors. A preliminary hearing is set for April 3 at 10 am with bond at 1000 dollars to determine if he will be bound over to district court. The charge is an indictable misdemeanor. Sheriff William L Dalling alleges 30 persons under 18 were involved in beer at the Kurilich home 1900 Wall. The raid at 4 am Sunday detained 44 and over 20 officers were involved. Kurilich owns the Yellowstone Tavern at 360 E Granite. No other charges are expected.
In Geneva Andrei Gromyko flatly refused any verification system for a nuclear disarmament pact, describing Western proposals as espionage cloaks. The stance dimmed chances of a test ban agreement ahead of the 17 nation conference opening. Gromyko, Home, and Rusk to meet again amid Berlin talks and ongoing discussions on verification.
In Havana premier Fidel Castro announced food rationing triggering a wild buying spree as long lines formed at grocery stores. Women protested openly against the regime while critics blamed the imperialist U S blockade for worsening shortages.
Butte Mayor Vern Griffith said he is undecided about filing for the Montana Railroad and Public Service Commissioner seat. He cited an UPI dispatch claiming he would seek the Democratic nomination. PSC Chairman Jack Holmes has not stated if he will run again.
An official report by State Examiner Albert E. Leuthold faulted Silver Bow County for improper payment of state aid funds, misuse of hospital funds, lacked bids for equipment, Civic Center misuses, budget law violations and ignored prior requests. It noted improved delinquent tax collection and a halt to illegal tax deed sales, urging corrective actions and a thorough review by the county commissioners.
Jha Weather reports fair and warmer conditions through Thursday. East of Divide expect highs 30 to 45 and lows 5 to 25 Wednesday night. West of Divide sees highs 30 to 40 and lows 0 to 15 with fog and patchy cloudiness Thursday. Maximums cover 12 hours and minima 18 hours ending 5 p.m.

Mrs. Rose Kennedy, 71, underwent pelvic hernia repair at St. Elizabeth Hospital. Dr Roy J Heffernan said she was recovering well and not in danger. He called President Kennedy in Washington to report the good news.
