President Johnson urged Congress to extend the military draft as a national obligation and to implement a lottery system. He said the draft would target younger men, starting with 19 year olds, with deferment disparities debated as college students and other exemptions compound inequities.
High winds up to 48 mph and heavy snow shut visibility to near zero in the Butte area. A four car crash about three miles west of Butte injured 12 people including Floyd Miller of Deer Lodge who suffered leg injuries. Miller was pinned between cars as others stopped or collided. He was taken to St James Community Hospital.
Reports from Tokyo say Red China faces farm trouble as Mao Zedong's cultural revolution disrupts communes. Peasants harbor seed grain, attack cadres, and run private plots while spring planting nears. Moscow says military and police push farmers to work, fueling peasant disaffection and crop risks.
John Wesley Williams Jr. 17, son of a former Winnebago County deputy, faces a double murder charge after authorities say he killed two 14 year olds in a Rockford park pavilion. A .22 rifle with silencer and scope was found at his home after hours of questioning.

A Russian fishing captain, Nicolai G. Zernov, was fined 5000 dollars after pleading no contest to violating territorial waters. Judge James A. Van Der Heydt ordered payment within 14 days. Zernov, who needed a translator, was brought to Anchorage after a delay in arraignment in Kodiak.
James R. Hoffa of the Teamsters loses another appeal to stay free and must surrender to U.S. marshals for an eight year term starting Tuesday. He faces a federal sentence after a jury found him guilty of jury tampering in a 1949 Nashville case linked to a $1 million kickback. Other convicts Larry Campbell Thomas Parks and Ewing King Campbell also face surrender in coming days in Detroit, Nashville and Chattanooga.
Governor Tim Babcock plans a Washington visit to attend a March 18 conference with President Johnson cabinet members and other governors. He and his wife Betty will be guests at a White House dinner that evening, marking his third such meeting.
Soviet Premier Kosygin charged the United States broke a real chance for Vietnam peace by resuming bombing after the lunar new year pause. He spoke at the Bolshoi Theater during a campaign speech for re election to the Supreme Soviet and warned that Sino Soviet split could turn to military confrontation.
