President Johnson announced a rapid buildup in Vietnam, increasing U.S. forces from 75,000 to 125,000 and more than doubling monthly draft calls from 17,000 to 35,000. He described dispatching a new Air Mobile Division of about 16,000 and warned additional deployments would follow as needed.
The House passed 221 to 203 a bill to repeal Taft Hartley Section 14B banning union shop rules. Support came mainly from Democrats. 19 states currently ban such contracts and potential Senate opposition looms.
The Senate approved a $6.5 billion Medicare expansion by a 70 to 24 vote, sending the bill to President Johnson after House passage. The plan extends Social Security health care coverage to Americans over 65, with payroll taxes rising next year and benefits increasing under the largest expansion since 1935.

The Butte Anaconda and Pacific Railway strike entered its second stoppage in a week when a temporary restraining order halted it for under five hours. Metro Sewer District commissioners Dan iel J O'Connell and Gary F Garrett authorized construction of the $3.9 million Silver Bow County plant. The body also finalizes a plan to levy square foot assessments to fund an $825,000 bond issue for interceptor sewers and the eventual treatment plant. Taxpayers may prepay to save interest before 5 p m August 20 with bonds expected to be sold around that time. Public protests were noted at a prior hearing.
Montana's Highway Commission approved an $80 million one year budget and signaled a long range policy. It withheld final approval on a proposed $300,000 Highway Department Building in Butte awaiting proof of need. Officials faced questions on the $82,000 one year public relations program and district office costs.
The forecast calls for mostly fair conditions in the Butte area with scattered thundershowers today and Friday. Highs near 85 today, lows around 48. East of Divide expects fair warm weather with Thursday highs 85 to 95 and Thursday night lows 55 to 65. West of Divide sees fair skies and Thursday highs 80 to 90 with Thursday night lows 45 to 55 and a cooling trend by Friday.
Arthur J. Goldberg, new U S envoy to the United Nations, told U Thant he would push for Viet Nam peace talks without preconditions. He handed the secretary-general a letter from President Johnson urging renewed UN efforts, while Thant expressed serious interest in the proposals.
The National Governors Conference endorsed President Johnson’s Vietnam policy with 33 Democrats and 17 Republicans voting yes while two Republicans opposed. Johnson explained goals and new steps to boost manpower, and governors planned a Washington briefing aboard a presidential jet to seek more detail.
President Johnson appointed Abe Fortas a prominent Washington lawyer and adviser to the White House as associate justice to replace Arthur Goldberg who left to become U S ambassador to the United Nations. Fortas, 55, faces Senate confirma tion and is expected to win approval.
The Silver Bow County Anti Poverty Council kept the $10 000 a year director position open after a two hour session reviewing 23 applications. Four were eliminated for nonresidency. 13 of 15 members present favored a county resident. A Friday meeting aims to wind up the selection from 19 candidates. The director will oversee a $42 019 federal grant backed program including office space and various services to reduce poverty statewide. Gov. Tim Babcock approved Montana's program last week.
