In La Paz on July 19 the Bolivian government declared a nationwide state of siege after an attempt by pro Nazi Bolivian elements, led by the German legation, to foment subversive activities. German Minister Wendler was declared persona non grata as police began rounding up pro Nazi elements.
A surge of large gifts uplifts the effort for the state share in the national drive for recreational outlays for the armed forces. Butte unions contribute a $50 check, while local organizers target a $6,000 goal. Frank Venable notes many remittances come from individuals and unions as meetings are planned for early next week.
Montana's 25th annual state golf tournament moves to final rounds as Tom Mulholland of Butte Country Club faces Paul Sechena of Missoula Country Club after their dramatic semi final victories.
Miss Thompson of Butte loses in a six extra hole semi final while Margaret Nuckols of Anaconda wins in a dramatic 18th hole finish. Suc Jean Granley of Butte High advances to finals set to face Mrs M F Thompson of Missoula. Finals begin at 7 30 this morning with Mulholland defeating Dave Fitzgerald in a 37th hole rally.
Senator Burton Wheeler, an isolationist leader, denounces President Roosevelt as surrounded by a “crew of motley advisers” led by Harry Hopkins and aides Knox, Stimson, Ickes, Hopkins, and Frankfurter. He says they flout public opinion and push U.S. toward war, as Roosevelt defends Iceland occupation remarks.
The Butte Elks and their wives plan to attend the 39th state convention in Helena. Sessions run Friday through Saturday with a dance at the temple. Senator H. A. Gallwey leads the delegation, with the bugle corps and several past champions. The group will present an offer to the 1942 convention and plans to appear in seven outfits over the three days.
Fred Bennion of the Montana Taxpayers Association visited Butte and surveyed Silver Bow budget issues. He notes busy clerks and budget officials as budgets for District No. 1 and all schools are on file for taxpayers to inspect with a July 28 hearing set by the county superintendent and commissioners. District No. 1 proposes 644 743 dollars with 128 948 reserved. Butte High would spend 292 279 dollars, up from last year’s 256 638, largely for reserves as the county’s taxable value rises by about five million dollars.
The Senate military committee reported a defense property seizure bill amid a growing crisis in obtaining defense materials. It urges swift action, noting mobilization of industry must not rely on volunteers alone and that the President could seize necessary equipment with proof of pressing need.

The American Legion rodeo ended with nard riding calf roping and bulldogging as 8000 plus fans cheered. Dedication to Judge Thomas J. Walker. Bareback thrills by George Mills Frank Quirk and Buck Killough, each staying aboard eight seconds. Earl Moore and Leo Huff place in calf roping with 14 4-5 seconds. Opening parade featured six riders and an esquadrille.

Butte attorney Tom J. Davis president of Rotary International addressed the 11th annual National Rotana convention banquet at the Finlen hotel. He urged Americans to build a circle of steel and a desire to protect heritage while slowing war and praised Rotana clubs for advancing understanding and ideals.
President Roosevelt dictated a tentative draft of his message to Congress urging a longer service period for draftees guardsmen and reserves. He planned to complete it over the weekend with delivery to Congress on Tuesday or later. The issue hinges on an August 1 deadline cited by General Marshall.
Moscow dispatch says Stalin takes defense duties while Timoshenko becomes deputy defense commissar. Germans claim dents in Red Army as they push toward Moscow, but Russians report holding Smolensk and sinking 11 transports in the Baltic. Heavy rains afire as battles rage near Polotsk Nevel Smolensk and around Pskov, Novgorod Volynsk.
Berlin reports a Nazi spearhead has opened the western gate to Moscow by advancing past Smolensk along the Dvina Dnieper land bridge. Luftwaffe attacks disrupt the Leningrad Moscow railway as German leaders aim to destroy as many Russian divisions as possible.
The Soviet information bureau said battles continued in the Polotsknevel and Smolensk sectors with the German advance halted in places. Fresh fighting flared around Pskov and Novograd Volynski as the 2000 mile front showed no major changes besides air force and convoy raids. The Soviet air force claimed destruction of German motorized units and ships, sinking eleven transports and one tanker, with one enemy fighter down and Soviet losses of one airplane and one motor torpedo boat.
Mayor Barry O Leary leads a aluminum drive in Silver Bow county urging residents to donate scrap metal for airplane production. Boy Scouts will do door to door pickups and a 15 by 4 1/2 foot collection bin will be set at Park and Main. Campaign runs through July 29 with Scout leaders coordinating squads in Butte Dillon and Deer Lodge.
