The public faces an unclear budget document says LEWIS T. POOLE. The summary of tax revenue is incomplete and millages to balance funds are omitted. Courthouse veterans note the draft is hard to interpret and lacks totals for total millage levy.
Analysis notes the failed answers to questions in the preliminary budget. Last year’s general fund was 1 469 190 dollars, this year 1 331 969 dollars, a 137 221 dollar cut. A 22 mill levy would yield 954 800 on a 43 400 000 valuation, but valuation dropped 19.33 percent from 53 800 000. The 9 percent budget cut seems insufficient to offset the valuation decline. Other revenue sources like fees and permits are mentioned but not fully explained.
At the Miami Beach convention Sen. George McGovern moved toward the Democratic nomination amid Humphrey and Muskie bowing out. Alabama Gov. George Wallace pressed his campaign from a wheelchair arguing his platform as delegates cheered.

Miami Beach report says Gov. George Wallace plans to remain a candidate through the convention and use southern support as leverage. Carter and others relay Wallace intends no active third party bid while pressuring the eventual nominee for concessions. he would not back Nixon or fully bless McGovern until late in the general election.
Secretary of State Rogers said the Vatican has tried to secure the release of U S prisoners of war in North Vietnam but has had no success. He noted direct or indirect Vatican contacts to swap prisoners, obtain missing reports, deliver mail, and ensure humane treatment under the Geneva Convention as peace talks resume.
Montana State University approved dropping 20 advanced degree programs after a faculty review. Board of Regents action followed president Carl W. McIntosh stating the move is significant pruning to streamline resources and strengthen ongoing degree programs.
Rayworth F. Howe, 62, co founder of the World Museum of Mining at Montana Tech, died Monday evening in St. James Community Hospital after a period of illness. He was longtime VP and general manager of Christie Transfer and Storage Co and active at the museum until three weeks ago. Services are set for Friday at 2 PM at Wayrynen Richards Funeral Home with entombment at Mountain View Cemetery. Memorials may go to the World Museum of Mining Memorial Fund. Howe, born July 7 1910 in Spokane, lived in Butte since 1937 after marrying Lenore Whindom. He graduated from Helena High School and Montana Tech in 1934 with a metallurgy degree. He helped establish the museum and was instrumental in its growth. He is survived by his wife, a daughter and son in law, B W Bernstrom of Salt Lake City, and five Canadian cousins. He held numerous local posts including secretary treasurer of the Montana Tech Alumni Association and Paul Clark Home, and served as director of several clubs and associations in Butte.
NASA disclosed that Apollo 15 astronauts David Scott Alfred Worden and James Irwin carried 400 souvenir stamped envelopes without permission during their moon round trip. Ninety-nine envelopes were given to an acquaintance and sold for about 1,500 dollars each, totaling 150,000 dollars. NASA impounded 300 unsold covers at the Manned Spacecraft Center in Houston and said the crew will be reprimanded while the matter is weighed for future assignments.

Mayor Mike Micone and the Ways and Means Committee examined a shrinking police court take for the year ending June 30. Court revenue dropped to about 13 000 while traffic fines more than doubled to 43 800 in 1971 72, raising questions about workload and projections.
