Vienna July 1 Chancellor Engelbert Dollfuss warned that violent government methods cannot achieve aims. He told the lower Austrian peasants federation at Sonntagsberg near Waidhofen that German events signal upheaval, argues justice and Christian thought must guide leadership, not force.
