HAVANA UPI three men accused of sabotaging urban transport with incendiary devices supplied by the American intelligence service were executed by firing squad after an appeals court denied mercy. Identified as Rolando Rocha Menendez Rene Lopez Menendez and Manuel Lopez Dominguez.
A C47 crash that killed Gov. Donald G. Nutter and six others may have lost a propeller shortly before impact, investigators said. A twisted propeller fragment was found miles from the wreckage, and the pilot Clifford Hanson had 3,700 flight hours. The coroner's jury identified remains and considered witness testimony about the low altitude and possible highway construction work in the Prickly Pear Canyon area.
Gov. Donald G. Nutter and two aides died when a Montana National Guard C47 crashed en route to Great Falls. The governor and officials lay in state at the Capitol as flags were lowered and a state funeral plan began with services in Helena and final rites in Great Falls.
Reuben L. Dwight, demoted from deputy warden of Montana State Prison to guard, challenges Prison Warden Floyd L. Powell. Dwight says he will issue daily statements until a state prison commission hearing is held. He accuses Powell of lacking qualifications and education for the penology role and claims Powell abused authority. Dwight refuses to work until the issue is resolved.

A two car crash on Main Street at 3 am sent Catherine Ozanich of 1941 Elm to St. James Hospital with head cuts. Emil Ozanich, band and treated then released. Frank Hamby of 2224 Locust drove the other car and transported Mrs. Ozanich to the hospital.
At Punta del Este the United States shifted from demanding immediate expulsion of Cuba to seeking a principles declaration to bar Castro’s government from Inter American System participation. Twenty one nations including Cuba meet as Argentina wavers on joining the 14 needed votes for two thirds.
Cape Canaveral UPI reports Ranger III, a 727 pound space probe, failed to reposition its high gain antenna after reaching a sunward Earth-Mars orbit. The craft did photograph parts of the Moon but the Earth-facing image channel produced weak signals. Spokesmen cite a mechanism failure in antenna realignment as the cause of the reduced TV signal and missing Earth pictures.
President Kennedy sent a message to Congress proposing a new Department of Urban Affairs, with Housing Administrator Robert C. Weaver slated to head it. The move would create the first Black cabinet member and faces possible House or Senate opposition, but would become effective automatically if Congress does not veto within 60 days.
Secretary of State Dean Rusk and four aides slipped from the State Department for a late secret bowling gathering with a U S Information Agency Recreation Association team. The outing, kept quiet, ended with Rusk reportedly “creamed” in the mixed tenpin match.
A surprise winter storm delivered more than seven inches of snow to Virginia and North Carolina, with gusty winds and gale warnings along shorelines. Police reported treacherous driving and a 100 car tieup near China Grove, while Reidsville saw eight to 10 inches and emergency responses increased. The North Carolina patrol counted at least 18 traffic fatalities blamed on the weather as highways suffered widespread disruption.
